Top 7 best Scarlet and Base subscriptions 2026
The cheapest bundle with a decoder across both brands is still the Scarlet Trio: 45.00 euros a month for internet up to 150 Mbps, more than 30 channels with a TV Box and a landline, surveyed on 25 October 2026 on scarlet.be. At Base, the closest equivalent costs 50.40 euros: unlimited internet at 200 Mbps plus TV with a box, at the combined rate shown on base.be the same day.

The two brands share something the big operators have dropped. No twelve-month discount runs out halfway through. The first bill is the thirteenth bill. They also share heavyweight owners: Scarlet is the budget brand of Proximus and runs on its network, while Base belongs to Telenet and rents Orange's cable (the former VOO network) in Wallonia and part of Brussels. For readers new to Belgium: Proximus is the former state telecom operator, Telenet the cable operator of Flanders, and VOO the Walloon cable brand now owned by Orange Belgium. I rank seven TV combinations here, from 40.50 to 70.40 euros a month, on the thirteenth bill and on what actually reaches your living room. One warning before the table: both brands raised their prices in 2026, Scarlet on 1 January, Base on 22 June. Cheap does not mean frozen.
How much does a Scarlet or Base subscription with TV cost?
From 40.50 to 70.40 euros a month for the seven combinations ranked here, surveyed on 25 October 2026 on scarlet.be and base.be.
Scarlet sells three bundles. The Trio, with internet, TV and a landline, costs 45.00 euros. The Trio Mobile 35 GB swaps the landline for a mobile plan with 35 GB and 1,000 minutes, for 50.00 euros. The Trio Mobile 65 GB moves to unlimited calls for 55.00 euros. Add 10.00 euros to any of the three for the Fiber Boost option, if your home is connected to fibre.
Base sells no fixed bundle. You assemble building blocks, and as soon as you take two, internet and TV drop by 10%. Unlimited 200 Mbps internet then costs 36.00 euros, TV with a box 14.40 euros, the TV app alone 9.90 euros. Hence 50.40 euros for the full formula and 45.90 euros for the one without a box. Limited internet with 500 GB falls to 26.10 euros, and with the box you reach 40.50 euros, the lowest price in this ranking.
Over thirty-six months, excluding one-off fees and price rises, the totals are 1,458.00 euros for Base limited with a box, 1,620.00 euros for the Scarlet Trio, 1,652.40 euros for Base unlimited with the app, 1,800.00 euros for the Trio Mobile 35 GB, 1,814.40 euros for Base unlimited with a box, 1,980.00 euros for the Trio with Fiber Boost and 2,534.40 euros for Base unlimited with a box and a 50 GB mobile plan.
The neighbours, each with its survey date. VOO asked 72.00 euros for its Duo Rapide with TV on 17 October 2026. Proximus charged 75.99 euros without promotion for Flex+ Internet Go with TV on 29 September 2026. Telenet sold Internet Basic with Telenet TV for 76.00 euros on 11 October 2026. Orange offered its Livebox with TV Lite at 63.00 euros on 5 October 2026. The Scarlet Trio therefore costs 27.00 euros a month less than VOO's entry bundle. Over a year, 324.00 euros.
That is the kind of gap that still makes me roll my eyes when I think back to the bills I used to see lying on TV cabinets during my installation years in Namur.
Scarlet Trio or Base internet + TV: which should you choose?
The Scarlet Trio if you want the lowest bill with a real decoder and a landline. Base if you want replay at no extra cost and more download speed.
The headline gap is 5.40 euros a month: 45.00 euros for the Trio, 50.40 euros for Base unlimited with a box. It shrinks as soon as you look at the options. Scarlet's replay costs 3.00 euros a month and goes back up to 36 hours in the guide; the Replay+ version, with pause and rewind on live TV, costs 9.00 euros. At Base, four-day replay, recording and pause are in the price. Trio plus basic replay: 48.00 euros. The gap falls to 2.40 euros.
Speed cuts the other way depending on use. Scarlet advertises up to 150 Mbps download and 30 Mbps upload. Base unlimited advertises 200 Mbps and 20 Mbps. For watching TV and scrolling Netflix, Base has the edge. For a remote worker sending heavy files, Scarlet keeps 10 Mbps more upload.
Then there is the network, and here I speak from experience. Scarlet runs over the Proximus line: copper in most streets, fibre where it has been laid. Base runs over coaxial cable, Orange's in Wallonia and Wyre's in Flanders. On the same pavement in Jambes, I have seen a cable connection deliver twice the speed of the phone line, and the reverse three streets away because of an old street cabinet. Speed at the address is checked at the address, not on a map.
One written constraint at Base deserves a read before ordering. According to Selectra, the coaxial socket must have served a VOO or Orange subscription within roughly the last fifteen years, otherwise a cable connection is charged on top. base.be confirms the charge without giving the amount.
Should you take the Base TV box or the app alone?
The box if your television does not run Android TV. The app if you mostly watch on a tablet or on a compatible TV set.
The gap is 4.50 euros a month at the combined rate: 14.40 euros with the box, 9.90 euros with the app alone, surveyed on 25 October 2026 on base.be. Without a combination, it is 16.00 and 11.00 euros. Both formulas give the same 31 advertised channels, the same four-day replay and recording.
The trap lies with the television. L'Avenir, a Walloon daily, noted on 28 November 2025 that only smart TVs running Android TV could run the Base TV app. A three-year-old Samsung or LG will not launch the app, and on installation night you end up watching TV on your phone. The box settles the question, and it also opens Netflix, YouTube, Prime Video and DAZN.
Another condition, set out by L'Avenir on 13 May 2026: the box can only be ordered with a Base internet connection. A mobile-only customer can take the app and nothing else.
Per channel, the box works out at 0.46 euros and the app at 0.32 euros. For comparison, VOO charged 17.00 euros for 80 channels with its .évasion box on 17 October 2026, or 0.21 euros a channel. Base sells few channels, and it does not sell them at much of a discount.
How many channels do you really get at Scarlet and Base?
Around thirty in both cases, in French.
Scarlet writes "more than 30 TV channels and more than 20 radio stations" on its TV page surveyed on 25 October 2026. Selectra counts 33 on its page dated 24 October 2026. I keep "more than 30", the figure the operator puts its name to.
Base advertises on base.be "the 31 most popular NL and FR channels". The wording is ambiguous. Test-Achats, the Belgian consumer association, spoke on 21 May 2026 of around thirty channels per language, and specified that both languages together cost 6.00 euros more per month. On 18 June 2026, Base added LN24 and TV5Monde on the French-language side and removed Ushuaïa TV, according to L'Avenir of 13 May 2026. On 22 June, regional channels followed.
It is not much, and it is deliberate. Both brands sell the basic package, the channels watched by a household that switches on the 7.30 pm news and the Sunday film. For football, recent films or a wide choice of French channels, you need Scarlet's paid options, from 4.99 euros a month, or another operator. Base adds no channel options to its package.
Why is the thirteenth bill the same as the first?
Because neither Scarlet nor Base sells a time-limited monthly discount on these formulas.
At Scarlet, on 25 October 2026, the only promotions shown concerned one-off fees: activation at 0.00 euros instead of 29.00 euros and free installation for an online order, until 1 November 2026. The contract is open-ended. At Base, activation is free (worth 30.00 euros according to base.be) and so is Comfort installation, worth 59.00 euros.
Base's 10% discount is not a twelve-month promotion. It lasts as long as you combine at least two products. The page calls it "for life" on one side and "for the duration of the contract" in the terms. It ends the day you break the combination: cancel the mobile plan that paired with internet, and unlimited internet goes back from 36.00 to 40.00 euros.
Base's real promotion at the moment is on mobile: 30% off mobile plans for new customers, from 29 September to 16 November 2026, for the whole contract term. I still rank at full price, because the promotion ends if you move to a cheaper plan.
The flip side is well known. A stable bill moves with the annual price rises. Scarlet took its Trio from 39.00 to 40.00 euros on 1 July 2019, then from 42.00 to 45.00 euros on 1 January 2026, a 7.14% jump in one go according to L'Avenir. Base took limited internet from 27.00 to 29.00 euros, the TV app from 10.00 to 11.00 euros and the box from 15.00 to 16.00 euros on 22 June 2026, in exchange for 200 GB more data.
The six-month rule applies to both. The BIPT, Belgium's telecom regulator, points out that after six months of contract no termination fee can be charged to a consumer.
Which surveys is this ranking based on?
On the official pages of scarlet.be (Trio, Trio Mobile, digital TV, bundle comparison) and base.be (internet, TV, combinations, price update), surveyed on 25 October 2026, and on dated articles from L'Avenir, Test-Achats, Selectra and Callmepower.
Base prices are recalculated by adding up the building blocks at the combined rate shown. The standalone Unlimited+ price (51.00 euros) comes from Callmepower; the combined rate of 45.90 euros appears on base.be, and 51.00 euros minus 10% does give 45.90 euros.

The 29.00 euro activation fee is waived until 1 November 2026. At Base, activation and installation are free, unless a cable connection is missing.
Can you cancel Scarlet or Base without fees?
